"rediculous" use of quotation marks

A billboard west of Colby, KS, assures us that the Country Club Motel is "NICE".

I have driven by that billboard about 50 times and every time it catches my attention.

I always imagine some guy leaving. He looks a bit like The Fonz, and as he passes by the nerdy assistant manager he looks over, gives a thumbs up and a wink and tells the guy, "NICE."; 2:31 AM
